It's a parody of "Rurouni Kenshin". Kenshin's ultimate "Hitenmitsurugi-ryuu" sword technique is "Amakakeru Ryuu no Hirameki". I don't know how Laika learned the Kenshin's ultimate technique, but this is just a joke... In the last panel, Laika is saying "mata kudaranumonowo kitteshimatta... (I cut the worthless things again...)" It's the famous line of Ishikawa Goeemon from "Lupin III". You can hear that line in 2nd Lupin movie "Castle of Cagliostro". I think Motoko said that too in "Love Hina", but I'm not that sure...
