As Professor said, every magic has its effective range. Since "Sword" and "Armor" are quite powerful magics ("Sword" can cut anything, "Armor" can stand anyting), they have to be touching Mina (and target) for magic to take effect. Although, even if a magic can be long range, Mina can output maximum power (with maximum efficiency) when casted close to her.

"Sword" was given to Mina from Professor and Tsunami. Mina didn't have to tame "sword" to use it. "Sword" is more like Cardcaptor Sakura's magic stick. It will be difficult for Mina to fight against other magics without any magic at all.
