Yes, Professor Hasegawa is trying to mess up Player's life again. Professor is really an annoying character to have around. It was very difficult to decide what Onii-chan's reaction will be after reading that letter. The original idea was to make him tear the letter appart in anger and Haruna cry upon seeing that. Onii-chan tries to confort Haruna and let her into the house... and so on. But I guess that's too harsh on Haruna (she came all the way from Japan to see him...). Also it doesn't fit in one page (too much action). I view Onii-chan as an very easy going guy who accepts anything that comes to him. He gets a lot of misfortunes (from Professor Hasegawa's evil plans, Insane friend Konstantin, Laika's punishments, Kotone?), but he is always a nice guy.
