I think Tsunami was testing how Onii-chan will react to her comment. Human emotion/feeling can become a heavy burden to robot/anroid, since they will feel discrimination (from human), sadness, loneliness, and all other negative feelings. It wouldn't be good if factory robots revolt against long labor hours and no pay.

Then why was Kotone created like that? I, myself, really don't know the answer. Maybe Professor and Tsunami were trying to see the future of android/robot and human.

I do like Onii-chan a lot, since he is kind and very open minded. He doesn't discriminate against anything or anyone.
