Tsunami is not an android created by Professor Hasegawa. She is more like a computer fairy who came to help Professor. Professor couldn't have came up with anime science inventions without a help from Tsunami. Since Tsunami is a 3D materializable hologram (something like that), she can go anywhere she wants (she can use an internet to freely move through world). So going from U.S. to Japan in a second is an easy task for Tsunami.
