Arc wasn't using his magic properly. That's why his magic was weak. A written character means he can write it on the paper and then use it as a "catalyst" to draw his magic. A character written on the ground is allowed too.
Arc can stock pile his magic powers too (using his magic ability). He can charge his magics into a deck of chinese characters beforehand, and use them in the battle accordingly.
I've watched most of the first-second episode of this season's anime. Here are some comments. First episode of "R.O.D. TV series" was really amazing. It's OVA/movie quality. I enjoyed watching "Shinkongattai Godanna". It's a fun hero robot anime. "Sakigake!! Cromartie Koukou" is really funny. In my opinion it's "Azumanga Daiou" done with "Fist of North Star" characters. "Planetess" is good too. It's was already commented by my sister, so I'll skip. I've watched a couple of "Full Metal Panic Fumoffu(sp?)", but it's really funny :)
